The councilwoman ironically received a complaint from the perpetrator regarding the operator’s credit manager, David Howe, and the “outrageous” security deposits quoted for the requested service and equipment.

"This was the quintessential case of the squeaky wheel trying relentlessly to get its oil," said David Howe, president of SubscriberWise and credit manager for Massillon Cable TV. "And lucky for this individual, Bob is a diplomat and a gentleman. He’s also an extremely generous and compassionate human being. Although we've always maintained a policy of turning-the-other-cheek here at Massillon Cable - even after we've been repeatedly criminally victimized - I must admit that the predatory behavior demonstrated by this professional manipulator left me aghast and ready to engage our local prosecutor,” Howe emphasized. “It’s certainly one of the most brazen demonstrations of criminally menacing behavior I’ve ever managed during my 16-year-career with Massillon Cable."
"The criminal behavior started in the September 2011, after the perpetrator intentionally provided a false social security number during her initial service application," continued Howe. "The social security number and identity elements failed to match when processed by the customer service representative. As usual, SubscriberWise performed perfectly by providing an instant alert to the representative which then generated a manual review of the service application and identity elements. However, a thorough review of the prospects identity information returned incomplete information, in part, because the prospect had resided in another state,” explained Howe. “The individual also has a common surname, making the process of identifying any individual more challenging. And given the difficulty identifying the prospect, as well as the fact that she’s a senior citizen, the conclusion was made that she should be treated as a 'mature cash spender' who simply didn't have an active credit file. In other words, we gave her the benefit of the doubt.”
"The prospect was approved for service and treated as a mature cash spender. The security deposits triggered by SubscriberWise for 'new to credit' or 'thin-file' prospects are reduced since there's an absence of adverse credit information," explained Howe. "However, because the system is not able to adequately and sufficiently determine the credit risk, deposits are nevertheless indicated. It’s decision logic that’s been demonstrated prudent, time and again.”
