MCLEAN, Va.--()--XLA today announced the appointment of three new senior executives to its management team. Douglas K. Kollme joins as Chief Financial Officer and Joseph B. Dawson as Executive Vice President of Business Development. Deborah M. Cegielski was appointed Vice President of Human Capital, responsible for hiring, training and overall employee relations. All are new positions at the company.
XLA, backed by private equity firm The Halifax Group, is a global acquisition, grants and professional services company based in McLean, VA. The company, formed in April of this year by the merger of XL Inc. and ALON, was rebranded this month as XLA.

Mr. Kollme, 45, has 20 years of experience in commercial banking, investment banking, and mergers & acquisitions. Most recently he was the CFO for Interactive Technology Solutions, a government services company based in Washington, D.C. During his six-year tenure, the company grew from $20M to $140M in revenue, largely through the acquisition strategy Mr. Kollme introduced. Prior to that, he ran the M&A program for CoreNet Services, a telecom infrastructure company, and worked in commercial banking and investment banking roles at Wachovia Securities and its predecessor banks. He holds a Masters in Business Administration from the Fuqua School of Business at Duke University and a BS in Business Administration from Wake Forest University.
Mr. Dawson, 56, has more than 25 years of experience in building and leading sales, marketing, and operations of IT and Professional Services to public and private markets. Most recently, he served on the executive staff of GTSI, a leading IT reseller to government agencies, leading the Professional Services, Business Development, and Proposal & Capture Management organizations. Prior to that, he served as the Executive Vice President of Sales for Robbins-Gioia, a management consultancy serving federal government agencies in the delivery of program and performance management. There, he built a sales organization that delivered consistent revenue growth. Mr. Dawson holds a Bachelors degree from Boston College and is a graduate of The Executive Program of the University of Virginia’s Darden Graduate School of Business. He also served as an infantry officer in the United States Marine Corps.
Ms. Cegielski, 42, comes to XLA with a broad range of Human Capital experience spanning the last 15 years. Prior to joining XLA, she was the Director of Human Resources at the MPRI division of L3 Communications, a government services organization that supports several large contracts that augment training and development of law enforcement personnel in Iraq and Afghanistan. Before that, she held several senior level positions, including Vice President of Human Resources and Facilities at AMETEK, Inc. and Director of Human Resources for VF Corporation. Ms. Cegielski has a Masters in Business Administration from Northeastern University and a Master in Human Relations from The University of Oklahoma.
