City Care provides infrastructure construction, maintenance and management services to more than two million people, or over half the population of New Zealand. Established in 1999, City Care has grown steadily and has a proven track record of keeping essential services working in a major natural disaster. Its annual turnover is $354 million.
City Care is the largest provider of water and wastewater services in New Zealand, maintaining over 19,000 km of piping networks to 24% of properties throughout the country. Their clients include most of New Zealand’s local government authorities as well as other owners of major infrastructure.

On February 22, 2011 Christchurch, New Zealand experienced a magnitude 6.3 earthquake, killing 185 people, with buildings and infrastructure already weakened by a previous earthquake occurring September 4, 2010. The February 22nd earthquake was one of the country's deadliest peacetime disasters costing between $15–20 billion making it New Zealand's costliest natural disaster and the third-costliest earthquake, worldwide and caused significant ground liquefaction producing 400,000 tons of silt.

Electro Scan’s patent-pending technology allows users to automatically identify defects in non-conductive pipes (e.g. asbestos cement, brick, clay, concrete, plastic, reinforced concrete, pipe liners, etc.) by measuring the variation of electricity passing through defects in the wall of pipes.
Electro Scan measures potential leaks in either Gallons or Liters per Minute for any section of existing, newly installed or renovated pipes, including cracks, joint defects, poorly connected service laterals, and manholes. Data is automatically sent to the Electro Scan Smartphone application and transmitted to a hosted cloud computing application, known as CriticalSewers.com.
