Brown and Caldwell Welcomes Former MSD Chief to Utility Performance Team

WALNUT CREEK, Calif.--(BUSINESS WIRE)--Jeff Theerman, the former executive director of the Metropolitan St. Louis Sewer District, has joined Brown and Caldwell as a vice president. Theerman will be a valuable addition to the company’s Utility Performance practice team — a multidisciplinary group of industry experts with collaborative ability to guide utilities through successful business optimization programs.

The Utility Performance team provides a range of services — from financial planning and rate studies through operational optimization — focused on helping organizations integrate best practices and proactively meet the needs of their customers. With today’s pressing operations and infrastructure needs, utilities are seeking options to achieve efficient operations, regulatory compliance and cost savings.

As MSD’s executive director for the past nine years, Theerman led efforts that modernized business processes, improved customer service and implemented a district-wide Enterprise Resource Planning solution. Most recently, he served as the lead negotiator in finalizing the district’s $4.7 billion federal wet weather consent decree — the largest consent decree for a wastewater utility in the country.
