WALNUT CREEK, Calif.--()--Jeff Theerman, the former executive director of the Metropolitan St. Louis Sewer District, has joined Brown and Caldwell as a vice president. Theerman will be a valuable addition to the company’s Utility Performance practice team — a multidisciplinary group of industry experts with collaborative ability to guide utilities through successful business optimization programs.

The Utility Performance team provides a range of services — from financial planning and rate studies through operational optimization — focused on helping organizations integrate best practices and proactively meet the needs of their customers. With today’s pressing operations and infrastructure needs, utilities are seeking options to achieve efficient operations, regulatory compliance and cost savings.
“I have a passion for helping utilities function better,” says Theerman, who brings more than 32 years of industry experience from his various roles at MSD, as well as a wealth of strong industry relationships from serving as president of the National Association of Clean Water Agencies (2010–11). “I look forward to helping Brown and Caldwell’s public sector clients achieve their organizational, financial and regulatory goals.”
As MSD’s executive director for the past nine years, Theerman led efforts that modernized business processes, improved customer service and implemented a district-wide Enterprise Resource Planning solution. Most recently, he served as the lead negotiator in finalizing the district’s $4.7 billion federal wet weather consent decree — the largest consent decree for a wastewater utility in the country.
“Utilities are thinking in terms of changing from being wastewater collection firms to resource recovery companies, having a relationship with their communities and being more sustainable,” he says. “Brown and Caldwell is in a unique position to help utilities leverage that. One size doesn’t fit all for the utility of the future.”
