The first-ever “Hair-Brained Idea” award winner is the Los Angeles City Council, which amazingly spent a full 45 minutes of tax-payer time early in the month debating whether to implement a symbolic 40-hour ban on killing. Though logic finally prevailed and the Council opted instead to use the then-upcoming anniversary of Dr. Martin Luther King Jr.’s assassination to promote peace, BaldingBlog.com finds it difficult to account why this esteemed group of city leaders didn’t dismiss the killing moratorium notion in, say, 45 seconds.

According to the Los Angeles Times, the symbolic ban on homicides had been proposed by Los Angeles author and political commentator Earl Ofari Hutchinson in an effort to persuade the city to make a bold statement about the recent increase in homicides.

“I’m sure that the people who are doing the killing will hear that the council is calling for a moratorium and then cease and desist,“ a sarcastic Joe Hicks, a former executive director of the city’s Human Relations Commission, is quoted as saying in the Times story. “It’s more silliness from our wonderful City Council.”

“Given how many hair-brained ideas and schemes fill the news all the time, we may have to make this a daily award instead of a monthly one,” added Dr. Rassman.
